On May 4, one day after the accident on Metro Line 12 – which left more than 26 people dead and more than 100 injured – the head of government of Mexico City, Claudia Sheinbaum, announced that the Norwegian company DNV would carry out an independent investigation into the incident.
The independent opinion would cover not only the origin of the collapse of the trab, which caused the fall of a train with passengers, but also a root cause analysis of the entire work of Line 12, from its design, construction, maintenance and operation. For this service, the company had a payment of 26 million 232 thousand 240 pesos.
The contract between the Secretariat for Comprehensive Risk Management and Civil Protection and the company DNV is valid from May 11 to December 31 of this year. However, the document has not been made transparent, since it does not appear in the report of direct awards on the agency’s portal.
The document does not appear in the National Transparency Platform (PNT). When trying to consult it, a legend opens that says «this contract is in the process of being signed», despite the fact that the signing of the contractual relationship occurred on May 11.
The object of the contract, identified with the number SGIRPC / DEAF / RMAS / CT / 004/2021, is the “technical opinion service of the incident that occurred on Line 12, in the elevated section between Olivos and Tezonco stations, between the columns 12 and 13, and root cause analysis ”. To date, DNV has submitted a preliminary ruling.
Said opinion, presented on June 16, showed possible construction failures in the work, which corresponded in the section of the accident to the company Carso Infraestructura y Construcciones, of the businessman Carlos Slim, who, according to President Andrés Manuel López Obrador, would pay the repair of the damaged section.
The preliminary ruling, which was presented at the offices of the Secretariat for Comprehensive Risk Management and Civil Protection, listed possible failures in the Nelson bolt welding process, porosity in the bolt-lock joint, lack of bolts in beams, different types concrete on the tablet and unfinished or poorly executed welds.
After the presentation of the document, it was reported that DNV would continue with the investigations considering the following lines of investigation: “Has the design been appropriate for the Line 12 system? Did the construction materials meet the design requirements? Did the execution of the construction comply with the requirements of the design? Other possibly contributing factors such as: operation, repairs and rehabilitations ”.
On July 7, the Secretary of Civil Protection, Myriam Urzúa Venegas, reported in a message to the media that it will be in August and September when the final opinion and the root cause analysis, respectively, on the accident that occurred on May 3 on Metro Line 12.
This is how the dates stipulated by the general director of DNV Mexico, Eckhard Hinrichsen, were postponed on June 16, when he delivered the preliminary opinion to the head of government, Claudia Sheinbaum. On that occasion, she said that the dictator of phase II was ready on July 14 and that of phase III, on August 30.
Secretary Urzúa Venegas reported on July 7 that «the DNV company, based on the results of the findings and the documentary evidence, has sent us the technical justification for carrying out tests, analysis and additional information», for which it required «A new list of documents corresponding to the design, construction, methods and procedures of repairs and operations, necessary for its investigation.»
